\u00bfQu\u00e9 elementos se destacan de la Resoluci\u00f3n?<\/strong><\/p>\n

Se desatacar\u00eda una se\u00f1al del gobierno de que el cumplimiento de la ley 27.191 se apoye mayoritariamente en el mercado de contratos entre privados. Previendo que para el a\u00f1o 2025 el costo del MWh ofrecido por CAMMESA tendr\u00e1 un piso de USD 80\/MWh, ya que la misma cobrar\u00e1 un recargo de USD 20,1 por MWh a partir de ese a\u00f1o, la posibilidad de que existan otros oferentes para la venta de energ\u00eda renovable representa una buena soluci\u00f3n. La \u00fanica restricci\u00f3n al desarrollo de estos proyectos es la capacidad de la red de Transporte, y su disponibilidad seg\u00fan los nodos. Sobre este aspecto se introducir\u00eda la posibilidad de contratar \u201cPrioridad de Despacho\u201d para proyectos espec\u00edficos.

\n\u00bfPodr\u00e1 resultar interesante para usuarios avanzar en la compra de energ\u00eda renovable?<\/strong><\/p>\n

Definitivamente. Cumpliendo con la Ley 27191 los Grandes Usuarios\/Demandas evitan punitorios y aprovechan beneficios. Adem\u00e1s, podr\u00e1n acceder a rebajar sensiblemente la factura de consumo el\u00e9ctrico de su empresa, al tener las Energ\u00edas Renovables a un precio m\u00e1s competitivo dentro del suministro general. Desde Ventus ofrecemos todas las opciones disponibles en el mercado para satisfacer esta necesidad: desde participar en un parque e\u00f3lico o solar de Ventus en forma total o parcial, firmar un contrato de energ\u00eda de largo plazo tipo PPA desde 1.000 MWh por a\u00f1o, o un proyecto de autoconsumo en predio propio. De este modo nos ajustamos a las necesidades de cada uno de los clientes.<\/p>\n

\u00bfQu\u00e9 sugerencias podr\u00eda realizar al borrador de la resoluci\u00f3n?<\/strong><\/p>\n

Si bien esta Reglamentaci\u00f3n fomenta el desarrollo de los proyectos de Energ\u00edas Renovables al liberar el mercado y facilitar la reserva de \u201cPrioridad de Despacho\u201d ante la capacidad del Sistema de Transporte, el bagaje legal y administrativo ante distintos organismos es complejo. Creemos que ser\u00eda interesante estudiar la posibilidad de un sistema de \u201cVentanilla \u00danica\u201d para la inscripci\u00f3n de estos proyectos ante los distintos organismos, tanto para Grandes Usuarios\/Demandas como para inversores y constructores de parques.<\/p>\n

\u00bfSer\u00e1 un problema el financiamiento de proyectos?<\/strong><\/p>\n

Los beneficios de los proyectos de Energ\u00edas Renovables ya han sido previstos oportunamente en la redacci\u00f3n de la Ley 27.191, as\u00ed como las soluciones en los aspectos financieros. M\u00e1s all\u00e1 de esto, confiamos en que la introducci\u00f3n de la libre contrataci\u00f3n entre privados generar\u00e1 un crecimiento del mercado de Energ\u00edas Renovables, y a su vez una mayor competencia entre los inversores y los agentes financieros, provocando una mayor cantidad de capital a menor costo. Esto contribuir\u00e1 el desarrollo del sector.<\/p>\n

What elements stand out from the Resolution?<\/strong><\/p>\n

It would unleash a signal from the government that compliance with law 27,191 relies heavily on the private-contract market. Providing that by 2025 the cost of the MWh offered by CAMMESA will have a floor of USD 80 \/ MWh, and given a surcharge of USD 20.1 per MWh starting that year, the possibility of there being other bidders for the sale of renewable energy represents a good solution. The only restriction to the development of these projects is the capacity of the Transport network, and its availability according to the nodes. In this regard, the possibility of contracting \u00abPriority of Dispatch\u00bb for specific projects would be introduced.<\/p>\n

Will it be interesting for users to make progress in purchasing renewable energy?<\/strong><\/p>\n

Definitely. In compliance with Law 27191, the Great Users \/ Demands avoid punishments and increase benefits. In addition, they can access to significantly lower costs of energy consumption, making room for Renewable Energy at a more competitive price within the overall supply. To meet these requirements, in Ventus we offer all the options available in the market: participating in a Ventus wind farm or solar park (partially or solely), signing a long-term energy contract type PPA from 1,000 MWh per year, or developing a project of self-consumption in own property. We adjust to the needs of each client.<\/p>\n

What suggestions could be made to be included in the resolution draft?<\/strong><\/p>\n

Although this Regulation encourages the development of Renewable Energy projects by liberating the market and facilitating the reservation of \u00abPriority of Dispatch\u00bb to the capacity of the Transportation System, the legal and administrative baggage carried by different organisms is complex. We believe that it would be interesting to study the possibility of a \u00abSingle Window\u00bb system for the registration of these projects in the different agencies; this applies for both Large Users \/ Demands, and for investors and park builders.<\/p>\n

Will project financing be a problem?<\/strong><\/p>\n

The benefits of Renewable Energy projects have already been timely foreseen in the drafting of Law 27.191, as well as solutions in the financial aspects. Beyond this, we are confident that the introduction of free private contracting will generate a growth of the Renewable Energy market, as well as tighten the competition between investors and financial agents; the latter translating to greater cost reductions. This will contribute to the development of the sector.<\/p>\n
