Para superar una situaci\u00f3n de posible cr\u00edsis, empresarios del sector proponen dos alternativas: permitir contratos entre privados y habilitar v\u00edas comerciales con la Argentina.<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-333 size-large\" src=\"https:\/\/ventusenergia.com\/blog\/wp-content\/uploads\/2016\/10\/1-VENTUS_Rosario_4607-1024x580.jpg\" alt=\"1-ventus_rosario_4607\" width=\"860\" height=\"487\" srcset=\"https:\/\/ventus.global\/blog\/wp-content\/uploads\/2016\/10\/1-VENTUS_Rosario_4607-1024x580.jpg 1024w, https:\/\/ventus.global\/blog\/wp-content\/uploads\/2016\/10\/1-VENTUS_Rosario_4607-300x170.jpg 300w, https:\/\/ventus.global\/blog\/wp-content\/uploads\/2016\/10\/1-VENTUS_Rosario_4607-400x226.jpg 400w\" sizes=\"auto, (max-width: 860px) 100vw, 860px\" \/><\/p>\n<p style=\"text-align: justify;\">Uruguay es uno de los pa\u00edses que, en t\u00e9rminos relativos, mejor aprovecha su recurso e\u00f3lico a nivel mundial.<\/p>\n<p style=\"text-align: justify;\">Seg\u00fan la Asociaci\u00f3n Uruguaya de Energ\u00eda E\u00f3lica (AUdEE), existen 40 parques e\u00f3licos operativos que representan 1274,2 MW. A su vez, el Gobierno avanza sobre la construcci\u00f3n de nuevas centrales e\u00f3licas, por lo que se espera que la potencia instalada promedie los 1500 MW el a\u00f1o que viene.<\/p>\n<p style=\"text-align: justify;\">De acuerdo a c\u00e1lculos de especialistas del sector, la matriz el\u00e9ctrica uruguaya est\u00e1 conformada por aproximadamente por un 42 por ciento de energ\u00eda hidr\u00e1ulica y otro 42 por ciento de e\u00f3lica, adem\u00e1s de otras fuentes de energ\u00eda.<\/p>\n<p style=\"text-align: justify;\">Gonzalo Casaravilla, presidente de la Administraci\u00f3n Nacional de Usinas y Trasmisiones El\u00e9ctricas (UTE), precis\u00f3 que durante el 2016 el 20 por ciento de la energ\u00eda el\u00e9ctrica generada fue de origen e\u00f3lico, un 1 por ciento de energ\u00eda fotovoltaica, un 55 por ciento de energ\u00eda hidr\u00e1ulica y un 17 por ciento de biomasa, incluido el autoconsumo de las plantas de celulosa. Y el 10 por ciento del total de la energ\u00eda se export\u00f3 a Argentina.<\/p>\n<p style=\"text-align: justify;\">Cabe destacar que durante jornadas muy ventosas, Uruguay se abastece s\u00f3lo con energ\u00eda e\u00f3lica.<\/p>\n<p style=\"text-align: justify;\">Este cuadro es muy beneficioso para el vecino pa\u00eds porque posibilita al estado comprar energ\u00eda a precios muy baratos: mientras mayor oferta energ\u00e9tica menor precio. Cabe destacar que la potencia promedio uruguaya para operar ronda en poco m\u00e1s de 1300 MW, con algunos picos excepcionales de 1800 MW en verano.<\/p>\n<p style=\"text-align: justify;\">En cuanto a precios, Casaravilla detall\u00f3 que el costo de la generaci\u00f3n de energ\u00eda en el a\u00f1o 2013, antes de que Uruguay diversificara tan profundamente su matriz el\u00e9ctrica, rondaba en el orden de los 80 d\u00f3lares por MWh, y que el a\u00f1o pasado se registr\u00f3 un costo del orden de los 55 d\u00f3lares por MWh.<\/p>\n<p style=\"text-align: justify;\">No obstante, seg\u00fan privados, por momentos la venta de energ\u00eda al mercado spot rond\u00f3 los 25 d\u00f3lares el MWh y en algunos casos, donde la generaci\u00f3n e\u00f3lica crec\u00eda demasiado, se entregaba energ\u00eda gratis: a 0 pesos. Esta situaci\u00f3n genera preocupaciones.<\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/www.energiaestrategica.com\/ventus-desembarca-en-la-argentina-para-colaborar-con-montajes-de-proyectos-eolicos\/\" target=\"_blank\">Lea tambi\u00e9n: \u201cVentus desembarca en la Argentina para colaborar con montajes de proyectos e\u00f3licos\u201d<\/a><\/p>\n<p style=\"text-align: justify;\">\u201cEl problema que encontramos es que el mercado spot tiene valores muy bajos en este momento y los privados que tienen inversiones en ese mercado no est\u00e1n recuperando y est\u00e1n sufriendo much\u00edsimo\u201d, precisa a energiaestrat\u00e9gica.com Francis Raquet, Socio y Director de Desarrollo de Negocios de Ventus, empresa dedicada a servicios de desarrollo, construcci\u00f3n y gerenciamiento de parques e\u00f3licos que actualmente opera centrales e\u00f3licas en el vecino pa\u00eds, y opera con \u00e9xito en Argentina desde hace m\u00e1s de un a\u00f1o.<\/p>\n<p style=\"text-align: justify;\">Dado los desarrollos de nuevos parques ya programados, los inversores no encuentran que esta situaci\u00f3n se revierta, y es por ello est\u00e1n avanzando en 2 l\u00edneas previstas por la Ley uruguaya del mercado el\u00e9ctrico, y que aun el pa\u00eds oriental no ha explotado.<\/p>\n<p style=\"text-align: justify;\">Una de ellas tiene que ver con la posibilidad de avanzar con contratos entre privados dentro del mercado uruguayo. Es que, independientemente de que la empresa estatal UTE genera o compra electricidad entre 16 y 70 d\u00f3lares el MWh, se la vende al sector industrial entre 115 y 125 d\u00f3lares el MWh. Desde Ventus aseguran que pueden ofrecer un precio de 25 a 35 por ciento menor.<\/p>\n<p style=\"text-align: justify;\">Raquet explica que desde 1997 est\u00e1 en vigencia una ley que permite la comercializaci\u00f3n de energ\u00eda entre privados pero que est\u00e1n encontrando trabas burocr\u00e1ticas para poder avanzar sobre este negocio. \u201cHace un a\u00f1o que estamos intentando encaminar contratos entre privados pero no lo hemos podido lograr\u201d, reclama el empresario.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, se muestra optimista: \u201ccomo la Ley lo permite y el reglamento tambi\u00e9n seguimos insistiendo y creemos que en breve lo podremos lograr\u201d. Y remata: \u201chay privados consumidores que quieren consumir y generadores privados, como nosotros, que tienen la intenci\u00f3n de vender a precios m\u00e1s competitivos\u201d.<\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/www.energiaestrategica.com\/ronda-2-0-los-planes-ventus-mercado-la-energia-solar-argentina\/\" target=\"_blank\">Lea tambi\u00e9n: \u201cRonda 2.0: los planes de Ventus para el mercado de la energ\u00eda solar en Argentina\u201d<\/a><\/p>\n<p style=\"text-align: justify;\">Otra de las opciones que empresarios de la energ\u00eda manifiestan al Gobierno de Uruguay tiene que ver venderle energ\u00eda al Gobierno argentino. La l\u00f3gica sigue siendo similar: el precio mon\u00f3mico de energ\u00eda en la Argentina ronda los 75 d\u00f3lares, seg\u00fan el Ministerio de Energ\u00eda y Miner\u00eda.<\/p>\n<p style=\"text-align: justify;\">\u201cNuestra energ\u00eda tiene un valor muy peque\u00f1o y podemos ser muy competitivos. At the same time, the Government is moving forward over the construction of new wind power plants, this means that installed power is expected to reach about 1500 MW.<br \/>\nBased on estimations by industry specialists, the Uruguayan power matrix comprises about 42% of hydropower and another 42% of wind power, in addition to other power sources.<\/p>\n<p style=\"text-align: justify;\">Gonzalo Casaravilla, President of Administraci\u00f3n Nacional de Usinas y Trasmisiones El\u00e9ctricas (UTE), points out that during 2016, 20% of the generated electricity came from wind power, 1% was of photovoltaic source, 55% of hydropower, and 17% of biomass, including the self-consumption of pulp mills. And 10% of all the energy was exported to Argentina.<\/p>\n<p style=\"text-align: justify;\">It is important to highlight that Uruguay can totally rely on its wind power in windy days.<br \/>\nThis situation is very beneficial for our neighbors as they can get energy at very low prices: with higher energy offer, lowers prices. It is also important to mention that mean Uruguay power for operation is about 1300 MW, with exceptional peak values of 1800 MW during summer.<\/p>\n<p style=\"text-align: justify;\">In terms of prices, Casaravilla explains that the cost of generating power in 2013, before Uruguay introduced a profound diversification in its power matrix, was about 80 dollars per MWh, and that last year, the same cost went down to 55 dollars per MWh.<\/p>\n<p style=\"text-align: justify;\">However, according to private parties, at time, energy sale at the spot market was about 25 dollars per MWh and even in some cases, where wind power generation grew too much, power was offered for free: 0 pesos. Ventus has also been working in Argentina for more than one year with great success.<\/p>\n<p style=\"text-align: justify;\">Considering the already-scheduled development of new farms, investors do not foresee any changes in this situation and are thus moving forward in two lines established by the Uruguayan law for the electricity market that have not been exploited by Uruguay yet.<\/p>\n<p style=\"text-align: justify;\">One of them is related to the possibility of negotiating contracts between private entrepreneurs in the Uruguayan market. Not to mention the fact that state-owned UTE produces or sells electricity at prices that range from 16 to 70 dollars per MWh and sells it to the industrial sector for 115 to 125 dollars per MWh. Ventus representatives state that they can get prices 25 to 35 percent lower.<\/p>\n<p style=\"text-align: justify;\">Raquet explains that, since 1997, there is a law in force that enables the sale of energy between private parties but that such companies face bureaucratic difficulties to make any progress on this business. \u00abWe have been trying to execute contracts between private parties for the past year but have not been able to make much progress\u201f, complaints the entrepreneur.<\/p>\n<p style=\"text-align: justify;\">Nevertheless, he is quite optimistic: \u201cbecause it is enforceable and acceptable according to the regulations in force, we will keep insisting and I believe that this will get the results we are looking for\u201d. The thinking behind this idea was similar: the monomial price of energy in Argentina is almost 75 dollars, according to the Ministry of Energy and Mining.<\/p>\n<p style=\"text-align: justify;\">\u00abOur energy is charged at very low rates so we can be very competitive.
